New laptop C Drive only has 28 GB

I got a new laptop and the total storage is only 28.3 GB. It's filling up fast, as would be expected. Why did it come with so little? My old laptop had 200 GB and it lasted me six years. I need to transfer my files and I can't. How do I get more storage? Do I have to get another drive?

Go to Control panel>Computer Management> Disk Management and see if it allows you to create a partition?

Yep, the capacity of that laptop is 32 gb total.
