Got a new (used) psu, cx700M, z87 extreme3, and i5 4430.it just wont turn on

Check the PSU, put it in a friends computer and see if it works.
You shouldn't even be buying a used Power Supply anyway, they're one of the most important components in your system.

i keep thinking that maybe im not plugging in since its just the cpu/8pin
