new monitor, my fps will decrease?

i have an old monitor (best resolution of 1440x900) with a fx8370, sapphire nitro 480 4gb ddr5, the performance is decent in most games (bf1 is the only that struggles even in medium/low quality) but if i get a new 24'' 1920x1080 i would suffer worst performance?

GPU is the issue, the only thing cpu does is physics and things like drawcalls, when it comes to higher or lower resolutions the gpu is more important. I recommend getting a better gpu as your cpu is still capable.

If you are going to play the games at native resolution (1440x900 on old and 1920x1080 on the new monotor) then you are going to suffer some frames because your resolution goes up, depending on the game you will lose 5 - 10 frames unless you are going to play 1440x900 on the 1920x1080 monitor. but this wil only decrease quality as the image gets stretched.

but is this because of my cpu or gpu? upgrading to a ryzen 2700x would help?
