Question New monitor, small problem(I hope)

Hello everyone! Been awhile since posting, and, for me, it is late in the day and I am tired so hope this post makes sense.
Previous monitors and set-up: Dell 24" LCD on display port connection (early version) and my Primary monitor from ~2018 an ASUS 27" LED LCD on a DVI connection (old pc) and on an HDMI connection when I got the new PC listed below.
Current set-up: NEW Acer 31.5 VA (couldn't afford IPS) as Primary #1 monitor on Display Port 2.1: The ASUS 27" is my secondary #2 monitor on HDMI 1.4.
Had to buy a pre-built PC when my old PC "died" and best I could afford was this IBuyPower Slate Mesh: i914900F, MSI PRO B760-VC WiFi HS Bulk mobo, ASUS 4070Super 12GB, ADATA 2TB NvME SSD (Legend 800 Gold), 32GB DDR5 Apacer 4800 @5200. I replaced the PSU with a Corsair RM1000X [I have been pretty happy with it so far, runs well]
Here's the issue that's really bugging me. When turned on and both monitors on I have icons on both monitors, O.K. IN THE past when I turned off the #2 monitor(the Dell) all the icons on that monitor shifted over to the primary #1(27" ASUS), even open widows would shift; this while using the new PC with W11.
NOW when I turn off #2(the former 1 ASUS), nothing shifts over to the #1 (New Acer) primary BUT if I turn off #1 the icons/windows thereon will shift to the #2.
I work and game on a very small desk(area) and sometimes just want the #2 monitor off but need easy access to the icons thereon.
I have tried using W11 display settings to no avail, nothing I could find in the Nvidia control panel helped or seemed like it would.
Any help would be appreciated.
 
Are you using Extended mode?

Use "WIN" + "P" to open the Project menu:

Choices:

PC screen only
Duplex
Extended
Second screen only

At the bottom: "More display options".

Thanks for response. Yes, I am using extended mode: And in the System>Display menu under multiple displays I have check marked "Remember window locations based on monitor connection", and unchecking it makes no difference. Also checked is "Ease cursor movement between displays," but don't see how that could any effect on this issue.
Also the new monitor (#1) is set as main display in this menu.
 
Nothing has worked so far. I am starting to think it has to do with the type of connection. This weekend I will try switching back to my old Dell secondary monitor and then switch connections and see what happens. Unfortunately the ASUS monitor doesn't support DP.
