New Motherboard+CPU, PC keeps restarting every 4 seconds.

I've upgraded my custom pc with a i7 4790k and a z97 gaming 5. Before this i had a fx 8350 and an Asus AM3+ motherboard (Full name i dont know but it was pretty cheap)

Everything is plugged in the right place and i checked it many times. It wont even go to BIOS but just restarts again and again and again.

My specs:
i7 4790k
z97 gaming 5
Strix GTX 970
8gb Kingston ram
G550M bronze 80 plus PSU Cooler Master

Before this upgrade it all worked fine.
What can I do?

1. Remove 1 stick of ram and then try if that doesn't work try the other.
2. Remove the GPU and try starting it.
3. Test your PSU in an other system.

So the restart problem is fixed. The ram sticks were in slot 2 and 4 and now they are in slot 3 and 4. It starts up to bios and than it tries to start Windows but at the wIndows loading screen a blue screen pops up and it restarts again

Try setting SATA to IDE in BIOS.

Does it say anything? if you can get in to the bios now try resting them.

Ok so I have managed to reinstall Windows on it. Everything is good now except one thing. my pc says that 8gb ram is installed button only 3.74gb is useable. Is this because the ram sticks are in slot 3 and 4 White the mobo manual says 2 and 4?
