Question New motherboard, DRAM light lit

I setup and installed a new msi mag z790 tomahawk wifi
The mb troubleshooting led lit for the dram and stayed on. The cpu led flashed quickly a few times (dram was still lit) then it was strictly the dram light.
These chips have neon lights which stay on.

I replaced the two
G.Skill Ripjaws 16gb ddr4 3200 mz
with
Corsair Vengeance Pro 16gb ddr4 3000mz

Both chips are listed as ok for this mb.

the motherboard you're working with?

What CPU were you working with prior to the motherboard swap? Speaking of motherboard swaps, what board were you on prior?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

These chips have neon lights which stay on.

Both chips are listed as ok for this mb.
Sticks of ram, not chips of ram.

Did you inspect the CPU's socket for any bent or broken pins? As for pins, are the sticks of ram fully seated in slots A2 and B2?
 
Sorry , I just listed what was relevant to the issue.
Haven't checked cpu pins,
memory replaced and seated a2/b2

If I take the cooler off to check cpu pins,what effect of the cooling paste. i.e does it harden ?

looking at the cpu socket, there is a small shinny area, around 1/8" that almost appears as a little solder, I noticed that when I first got the board and assumed it was natural,
IS IT, if not what are my options, use a razor blade and move it up the line ?:
