Question New MotherBoard Won't Turn On

Hello. I hope you can help me. I would be very grateful.
I have bought an Asus320M-K MotherBoard. I bought it to test if my Ryzen 7 2700 processor works. And it doesn't burn the motherboard. Because I think it is damaged and I wanted to test it on a low-end motherboard to see if at least only the PC turned on.
The motherboard connects it without the CPU. But it doesn't turn on or show signs of life, I had connected the cpu cooler to see if it turned for at least a second, but this didn't happen. (I tried it with 3 different sources that work and it didn't turn on either)

This MotherBoard Asus320 M K can turn on without CPU? . If I connect all the 24 Pin and CPU cables, would I have to turn on?

can't turn on a motherboard without a supported cpu.
300 level might need bios update to work with r7 2700

For what signs of life do I need a processor? or without processor could turn on and move the cpu fan for a few seconds. Thanks
