Today I got a new mouse...I don't think it matters very much since it is low-end (very)...so I configured it to 1000 Hz poll rate and response time 1ms....and I get horrible 200sh ping (and lag along with it) in every game I play....wtf....how did you fix this?

Internet: around 64 mbps Wi-Fi (was playing on 20-30 ms ping yesterday)....Maybe it is not the mouse, maybe it's something else?

Ping should not be related to your mouse, unless your computer is having a hardware or software conflict of some sorts, which seems highly unlikely in the case of a mouse. Easy way to test this would be to unplug your mouse and see what happens to your ping, which will probably be nothing. Plug your old mouse back in and you'll still likely see no effect on your ping.

If you want a better ping, pick a different server to communicate with, or connect in a manner that isn't wireless. Bandwidth and response time are not related and shouldn't be correlated as such. Your Wi-Fi connection is probably attributing to the high ping times, but being an inconsistent connection method, the ping will be just as inconsistent.

If your new mouse is wireless, I might suspect interference.
