New PC, All fans spin. Not sure if POST. No signal

Hi. After receiving TWO dead GPU, I got my new card today and plugged it in. All the fans spin now, but my monitor still receives no signal!

there are my specs, I don't have a motherboard signal so I don't hear any beeps. The monitor does work with my laptop.
My GPU is different than the listed, it is a R9 270x Sapphire.

I am kind of new, so please be specific with your explanations. Thanks!

I tried removing the battery, waiting 10 minutes, then replaced it. No difference.

have you plugged in the CPU power? thats always my 1st mistake lol

Also, back when i 1st built my PC i had the same problem, blue screen no signal but the fans were spinning. Turns out it was the 24pin motherboard connector, it wasnt secured properly.

Yes, the cpu power is plugged in, and the motherboard pin was securely fastened. Still not working :/

hmm, my guess is the PSU then, the CX series has low quality capacitors and are well known for failing.

That would be my next guess as well. you could purchase a cheap PSU tester and see if your PSU is good. if you have any of the voltage rails that are failing see if you can RMA it under warranty.
