Question New PC and the case fan is running at 3200 RPM.

Hi everyone. I always lurk on these forums to look for some advice on PCs. I decided to make an account now and see if I can get an answer to this problem. My boyfriend just got a PC today and as soon as he turns the PC on the fan speed shoots up to 3200 RPM. Why is this? Even trying to change the settings in the BIOS and through other programs such as SpeedFan, the speed still won't budge. Thanks in advance

Is it a molex fan? If it's a molex fan you probably need a fan controller

That I'm unsure of, but if you can try and guess from this picture, that would be great.

Looks like just a cheap, basic fan to me.

Could you include a picture that contains the fancable with the connector for the fan?
