New PC and very poor graphics and fps on all my games

So I recently just built my first PC (less than 2 weeks ago), and i'm getting very poor graphic quality and extremely low fps in all the games i play (H1Z1 10-20 FPS, League of Legends around 200 when not in a fight but drops to 40 alot, CS:GO around 150 on medium settings). I've chatted with Nvidia support multiple times with no success. Any help is appreciated and I hope someone knows what the problems is.

Thank you guys for all the suggestions and help. I figured it out though. I think my windows was corrupt or something because I did a fresh OS install and it seems to be working great!!

The highest CPU temp I've had while playing anything was 58 C, and around 32 C at idle. I originally had the corsair h100i v2 but something was wrong with it and I couldn't figure out what so I send it back and am currently waiting for the new one to arrive. My cpu temp was at 90 C at idle with it.

Each person told me different ways to set up my 3D settings. Told me to try a different hdmi and told me to make a new user on windows. None of these really did much. In h1z1 it is really studdery and slow. I also want to add on h1z1 my gpu is only at 7% load while my cpu is at 98%. I haven't seen my gpu higher than 20% on any game

When is it at 98% ? What is your cpu when idle ? If its busy while you're doing nothing, maybe that is the issue. Be nice to see a screenshot of what its spending that 98% on.

I have done that twice before, once from the disk that came with the card, and once from nvidia website

It was at 98% when i was trying to play h1z1 with some friends the other night. I had that and discord open.
