Question new pc build, asus rog strix z790-e, won't post, trouble shooting help

I have an issue with a new PC build, hoped someone might have an idea on troubleshooting.
ROG STRIX Z790-E GAMING WIFI
G.skill Trident Z5 neo DDR5 6000 32x2 CL30-40-40-96 1.40v (in A2/B2)
Intel i7 13700k
Lian Li GA trinity SL-INF 240
Fractal North CASE
Corsair RM850e psu
Samsung 990 Pro PCIe NvMe M.2 SSD
Crucial P3 Plus NVMe M.2 SSD (secondary ssd)

Upon initial boot, POST completed, and gave a warning about no CPU FAN detected. In Bios, all components detected (cpu w/ no issues, two ssd drives). Disabled the CPU FAN warning since I was not using the motherboard CPU FAN header w/ the Lian Li hub.
Restarted and then booted Win11 from USB for an install.
During the windows install to my primary SSD, the system restarted spontaneously.
Upon restart, I have the following recurring pattern:
Start, q-led advances from 00 to 7F with red cpu indicator lit and then system restarts (this process lasts 1 second). Repeat. Have to turn off power supply to stop the cycle.
What is strange to me is that the system was initially stable, I was able to work within bios, then boot from a USB and start a windows installation, and now unable to make it through post. Stability may have been the issue as it randomly restarted during the windows installation.
Cleared CMOS, no change.
Any thoughts on where to start with trouble shooting?

See if you can relieve mounting pressure on the AIO, by a couple of turn on the screws. If you can get into BIOS, what BIOS version are you currently on?
Thanks for the input - removed AIO and inspected socket - no damage, no blocking material. Reinstalled AIO with even hand turns on the mounting screws. Same issue - restart repeatedly after 1 second of working on the post. Next step i'll try is removing mb from case, and retrying. The BIOS is the whatever was on the mb, can't get to the bios now, so not sure, did not flash to update yet. this seems pre-bios issue? might try swapping hardware - cpu, mb, psu and see if i can isolate what the issue is... welcome any other thoughts!

I would try hooking up a dummy fan or case fan to the cpu fan header just to see if that helps. I have the same MB and it normally works flawlessly so I would suspect your fan hookup the most. (Also based on the 1 error I made, make sure the memory modules are fully seated on the left side since that one sided clamp method caused me a problem.)
 
Thanks for the suggestion - I've attached lian li AIO fans to the CPU FAN header and same result - exits post after 1 second and restarts. removed memory and reseated - seems to be fully installed in the RAM socket on the left and right with clip in correct closed position and no defects on inspection. unattached the case power sw and led +/- with no change in the problem. i think i'm stuck with replacing psu, cpu, memory, and mb individually to see if i can isolate the problem. Which to swap out first?
 
Just to be sure I flashed the latest BIOS and also performed the cmos clear and battery removal. Alas, no change. I'll start a ticket with asus and see what they recommend... thanks for all the suggestions!
