Question New PC Build Boot Loop

My third PC build, my first time having a problem like this. The PC turns on for a few seconds then off and back on indefinitely, the PSU also clicks as it restarts. There's a red light on the mobo. There's no display. I think it's probably the mobo or the psu.

Things I've Tried:
I thought the case could be causing it to short but it still boot looped when the mobo was on cardboard.
I tried resetting the mobo battery.
I've removed other parts one by one until it was just the cpu, mobo and psu and it still persists.

I assume it's the cpu led light that's on? Since you already breadboarded it and all the psu connections have been reseated, you can try checking the motherboard cpu pins if anything is damaged and re-seat the cpu. If the re-seat doesn't work, I'd opt to rma or replace the board.

Although the led is supposed to indicate a cpu failure, cpu's have such a low rate of failure that I have doubts whereas motherboard failures are far more common in comparison.
