new pc build feedback

Looks like a decent build, I wouldn't change much. Just know that GPU is way overpriced like all 1080s, they use to sell for around it's MSRP of $599.

If you plan on overclocking the CPU I would probably go with a better motherboard, that board has a pretty weak VRM. If you don't plan on overclocking the NH-D14 is overkill and unnecessary, I would suggest something like a cryorig H7 instead.

would an msi z370 gaming plus motherboard be better?

No not really, I would probably go for the gigabyte board over that. The asrock z370 pro 4 is a good cheaper Z370 board.

i was planning on picking a full tower shouldn't i get an ATX moterboard for that?

how much fps do you think i will be able to hit on witcher 3 with this ? since i'm still looking for a monitor. hp omen 25 was what i found but it's freesync so i don't know. Any recomendations if i should go 144hz or not (price i'm lookin for something around 250 euro)

At 1080p you should be well over 100fps with that system at max settings or close to it, some settings hair works for example can be very demanding.

Well with that price range GSYNC will likely be out of the question. So you are either looking at a freesync monitor or a monitor with no adative sync feature, a freesync monitor will work fine with an nvidia card you just wont be able to use freesync.

I don't even know where to begin recommending a 1080p 144hz monitor, there are a ton. Here is a list, that site also has some recommendations for various categories of monitors.
