im going for a small PC build of around $700. Im in the US. Can anyone find something better or more optimized?

That's actually a good rig for they money, the only thing I would say:
1- Have one SSD (500Gb) and one HDD (1 TB or bigger) for games and heavier files
2- If you manage to find 50 extra you could easily get a 5600 XT which would be a big jump in gaming performance, worth the money.

thats a really good point, I might change to the 5600xt. Also I can't do hdd its too slow.

I agree with the SSD and HDD swap. If this is gaming rig, I would rather have that large storage seeing how games like CoD are 200GB. I think it might just get woese down the line.

I also agree that the GPU upgrade to a 5600X would be more appropriate.

Appart from that - looks good.

ok last question. can my i3 handle a 5600xt? could it handle it if it were to be overclocked?

Check the motherboard compat list for CPU to BIOS. Some of those B365 need an update to work on some of the 9th gen stuff.

yes it will not bottleneck and gpu overclocking is independent and is irrespective of the rest of the system

I myself overclock my rx 580 although the mobo has no overclocking options. Only CPUs are overclockable through mobo...overclocking of gfx has always been independent
