New PC build instantly black screens and shuts down when the Windows spinning circles appear

Specs:
i5 9600k
Hyper 212 Evo
Asus prime Z390
16 gb Corsair Vengeance @ 3000mhz
Gigabyte GTX 1070
500 gb Samsung 860 evo
EVGA 600B PSU

When I built the PC Nvidia drivers wouldn’t install and I did a fresh windows install and everything worked for about a week. Then, I turned the computer on and I would see everything turn on, then my peripherals would turn off, then turn back on, then I would see the Windows circles spin, then my monitor would turn off, then the PC would shut off and reboot. Everything in the BIOS is default; I do not know what is causing this. I do not think it’s inadequate cooling or anything like that, as I was checking my temps and they were very low. Please help!

Edit: I did another fresh install and now I can get to the windows home screen but whenever I enter my password it black screens and crashes.
