Question New PC Build sometimes stuttering audio/video/mouse

My pc will randomly run slow sometimes like stuttering, I have seen all the temperatures and they all seem fine nothing out of wack. I have 6 fans running in pc, my heatsink has two fans built into all 120 mm. I have reinstalled windows twice, reinstalled the drivers. I have ran a memory diagnostics and haven't seen anything. I have stress tested my gpu and cpu and seems fine. Is there any way to test my pc with a software? I have reseeted everything twice now to make sure everything is in right. Any suggestions would be great. I have changed out my graphic card and seems to do the same thing. I havent tried different Ram cpu or motherboard though. I have reset all bios settings made sure bios is updated drivers are updated.

Run crystaldisk info on your harddrive(s) for a possible failure from there.
Make a benchmark test and post it below.

PSU Could also be an issue as these symptoms are usually because of a struggling unit.

Even those its a thermaltake with 750 watt? 80 + bronze? Seems to be stable now after bios update!
