Question New PC build troubleshooting

PC build list:
-Ryzen 7 7700x
-Samsung 990 PRO 25b NVMe
-CORSAIR RM850e plus gold
-MSI- MAG x670E tomahawk wifi (AM5)
-MSI- MAG core liquid I240
-XFX- speedster qick319 AMD Radeon rx 7700xt
-MUSETEX PC case ATX
-Corsair vengeance ddr5 2x16gb 6400Mhz

Built PC 7 days ago and played perfectly fine up until attempt to boot today. PC turns on, all fans, radiator, and ram. GPU fans do not spin, no display from GPU to monitor. Attempted to unplug PCIE from PSU and GPU did not work. Then attemped to plug DP cable from Samsung odyssey monitor into mobo DP port, can not get internal graphics to get any display to monitor(monitor is powered.) Noticed DRAM light on MOBO is green but CPU light is red. Due to radiator pump and fans all activating don't believe that is an issue. Unsure if I need to check the CPU and reseat it, or if the MOBO or power supply may be causing this issue. The two CPU cables running to MOBO are tight and in place. Any help or ideas of troubleshooting would be appreciated, I have another PC running that I can swap PSU/GPU to see if anything resolves before making any returns of parts. It is intel so CPU cannot be swapped.
