New PC build - will new power supply hold old video card?

I'm slowly building this PC: http://pcpartpicker.com/p/ZWPDRB

The graphics card isn't in yet, but I have a XFX Radeon HD6970 hanging around. A couple of questions:

1) The card requires 550 watt power supply, I have the Corsair cs500m in there. The power supply is much newer than the card, but is lower wattage - should I not attempt? (I'm not sure if the power supplies have come along since then, or if the video cards just run so much less power now?)

2) If I should attempt, how do I plug that card in? I haven't dealt with the "modular" power supplies before, do you use their additional cables and plug them from the back of the power supply to the video card? The CX500m it's a low quality PSU (tier 4), I recommend you changing it,
