New PC Build, wont first time boot up, just keeps restarting over and over?

Hey everyone,
So firstly my specs are:
GPU: Nvidia GTX 1070
CPU: Intel i5-6500 LGA1151
motherboard: Gigabyte Motherboard Micro ATX DDR4 LGA 1151 GA-B150M-D3H-GSM
Ram: Team Elite Plus 8GB (2 x 4GB) 288-Pin DDR4 SDRAM DDR4 2400 (PC4 19200) Desktop Memory Model TPD48GM2400HC16DC01

so basically i put the computer together, i kept my 850W power supply and my two hard drives from my old computer and when i booted it up or the first time it turned on for about 20 seconds and then shuts off for 5 and then boots up again.

any help would be appreciated!

Did you reinstall windows if theres an OS on that hdd? If you didnt I would

How would I go about doing that? because my computer wont turn on so i cant access the hard drives

Remove the GPU you installed. And see if the onboard video ports work / it boots

I took out the Graphics Card and tried too boot up the PC and still, it continues to restart.

Did you put hdmi in?? I would remove it from the case. If its in it. Remove the cpu. Make sure there are no bent pins

OK, only my CPU, motherboard are plugged in to the powersource , not my GPU or hardrives, and its still restarting

I just did and everything looks fine I really have no idea whats causing this because at first i thought it might be my hardrives cuz it has windows 10 on them from my old computer but they arent plugged in so im lost and need help desperetly
