My amd ryzen 3 1200 is overclocked +600mhz on the stock wraith stealth cooler. The 2600 has the same tdp and same cooler so some mild overclocks will be fine with safe temps. Ryzen chips typically run into instability at high clocks with safe voltage before they run hot enough to need another cooler.
Even If you arent overclocking, the cooler will be quiet and keep your cpu cool.

If your target is 1080p an rx590 8gb is the best 1080p card right now. An rx 570 8gb performs like 20% worse than a 590 but for much less. A 2060 is insanely powerfull, but expensive and overkill for 1080p so id pick the rx 570 580 or 590. All will do well in 1080p so pick which has an appealring price. The rx cards also come with 2 or 3 free games (3 games is exclusive to the 590).
