Build Advice New PC Build

Hey! I want to build a PC for a family member. I will order the parts and assemble them at my home,
get everything ready and then i'll deliver it to him and install it.

Approximate Purchase Date: Open. No preference.

Budget Range: 1.500€ after shipping

System Usage from Most to Least Important: Gaming. Strictly A:SE and MC but i want to leave room for some additional power just incase he finds a new Game.

Are you buying a monitor: Edit: Yes. If it falls into the budget, a 32inch monitor would be nice.
60HZ is totally fine.

Parts to Upgrade: New Build

Do you need to buy OS: Yes

Preferred Website(s) for Parts: Amazon Europe and other stores that deliver to Europe like Alza.

Parts Preferences: I'll use the same case i've done in my own Build,

Multiple GPUs: No

I'll also need something that protects from static charge. Didn't care in my own build,
but i want to be on the safe side with someone else's money.

Your Monitor Resolution: I can't tell. Finding that out with the person im building the PC for would be an multi hour long process.

Additional Comments: Building it for a family member that is VERY PC illiterate. Anything that has the least chance of breaking/needing manual work is prefered.

And Most Importantly, Why Are You Upgrading: He has been constantly scammed by people with "ThIs Pc CaN rUn aNyThInG" just for me to check and find 20+ year old hardware.
I want to make sure that the PC i'll build for him runs like a charm.
