New PC, first boot, loops, turning on and off

Hey guys hope you can help me.
I've just finished building my first PC this week but have been struggling with the boot...
When i try at turn it on, it starts as it should(fans are blowing, lights are on etc), for about 3 seconds, and then shuts down and KEEP doing this until i turn it off.
I've looked for help online, and tried many tings like:
removing the power cabels to each component individually, didnt work...
Tried swapping as many powercabels out as possible with the spares i got in the PSU box, didnt work...
Tried removing the RAM and GPU, and tried putting them in different slots, didnt work...
Today i got my PSU tested and it ran perfectly, so thats not the problem.
The lights in the motherboard are also on, when turn the power on.
I also got a mini speaker with the motherboard, but it havent given me any warning *beeps* or anything (It might be defect, but seems unlikely).
From what i can read online, it might be the motherboard, or the connecting between the motherboard and the CPU fan. What do you guys think? Please help! :)

CPU: Intel i5 4460 3.2Hz
Motherboard: Gigabyte Z87X-UD4H
RAM: 1x8GB Crucial Ballistix sport 1600mhz Cl9
Storage: Samsung 850 EVO 250GB 2.5" SSD (+ a 1TB HDD, ive tried disconnecting each with no luck)
GPU: MSI GTX 970 4GB twinfrozr
PSU: EVGA supernova NEX 650watt 80+ GOLD
Case: InWIn 703 Midi Tower

One reason it's not going, is that mobo needs BIOS F9 (this is the latest BIOS, not counting the beta BIOS) on it to support that CPU

Intel Core i5-4460 3.20GHz 6MB 350 MHz / 1200 MHz Haswell Refresh 22nm C0 84W 100 F9

On some or probably most motherboards, if the right BIOS isn't on it when you buy it, it's not going to post

Only way to fix it take it back to the shop ask them if they could install a lower spec CPU flash it then put yours back in

Or if you've got a lower spec CPU do the above

Thank you ill try that, and no i dont have any other CPU laying around 🙁 but ill find a shop and let them look at it and hope it works :)
