My friend wants to buy a new pc for 4k gaming and videohis budget is 1.8k can you suggest any builds ? With os and a nvidia gpu (he doesnt like AMD )

I cannot suggest 4GB GDDR5 sli/crossfire gpus for 4k gaming anymore.
This is a problem already w/ some new AAA games.

GTX970 is 3.5+0.5 and the slower 0.5 will be really taxed for 4k gaming.
