New PC isnt performing as good as it should be.

I have a 1080 Ti and a Intel Core i7-8700K, one of the new Coffee lake CPUs, as well as 16GB of DDR4-2666 RAM. For doom on ultra quality, 1080p, i only get around 70-9- fps, when ive read i should be detting around 160 or more. Overwatch im getting only 60-80 fps on the same settings. Please help? CPU Usage on resource monitor says 15-30% CPU Usage with 100% Max Frequency using processes. MSI Afterburner says the GPU is running at around 60 C. CPU 1 states its min 32, max 66
 
Check more:

Make sure there are no framerate limits: no v-sync, no rivatuner limit, no ingame limit
Cpu power saving modes are disabled (through BIOS and Afterburner)
DirectX, GPU driver, BIOS, games are all up to date. I used the latest DDU in safe mode, then installed 17.4.4 Crimson
Try setting the games' priority to high and real time
Check if Win 10 power plan is on high performance.

Im gonna go ahead and assume you really dont need the info on the peripherals. just at the moment the only item i have that i need a driver for is the mouse and mousepad (i dont have the keyboard yet.) The mousepad is a Tt eSPORTS Draconem mouse pad and the mouse i use is a Logitech G502 Proteus Spectrum.
