New PC lags from time to time

Hello people, im newbie and just got a new PC:

• 
  CPU --> AMD FX 8350 - 8 Core & 4Ghz
  GPU --> MSI TwinFroz GTX 760
  Ram --> 4GB - HyperX Fury 1600Mhz
  MB --> Asrock 990FX Extreme 3

Some times when I'm playing my PC, time to time (~5 minutes) lags (~15-25 Fps) and is not about the games because my pc gots the Reqs to play it nicely. I got more 4GB of Ram coming maybe tomorrow.
Can this be some bad drivers? I don't know. :/
I also have mu GPU connected with a 6 pin to 2x4 Pin for PSU (Click here for image)

Did you remove the older HDD? Also, remove any HDD that is not your Windows drive and try playing with that and the SSD, something is strange if your CPU just dips in performance.

I didnt. But i will, I just need some time.
And I don't understand, how can the HDD affect the CPU if not being used? (sry my english)

Okay, I have solution. To fix this FPS drop issue we need to disable, in bios, "AMD Turbo Core Technology". It fixes everything about the fps drops. I hope that helps! Cya and Thank you everybody who tried to help me.
