Question New PC - mouse and keyboard aren't working, Windows 10 partially loads

I bought a new PC. When I turn it on the first time the system partially loads, it doesn't allow me to choose a profile, it just goes to the home screen. There are no icons, I can't change language or sound settings in taskbar. There is no mouse pointer on screen. I can use the keyboard partially, for example when I go Win + R it opens a new window in the taskbar but not on screen, I can also close it with Alt + F4. When I boot in Safe Mode it works normally.
