new pc not working.

I assembled a pc for my friend.To check whether the new dvd drive and smps are woking,I connected the mobo and just the dvd drive with the wires. I have installed the processor as well.The psu wires with the mobo tool. I turned on the cpu.
But nothing is happening. NOt even the smps fans are running. Just because of hard disk and ram,it cant be happening.
I dont know what I missed. But I am quite sure that I plugged in every wire.
Please give me some solutions.
 
Like he said the computer wont work without the cpu fan. Computers are designed to detect the fan to prevent the cpu from burning up. RAM on the otherhand can prevent a boot, but fans should spin up if no RAM is installed. Also a jumper switch may be missing from the board.
 

How would I do the jumping thing?
 


The Processor is also installed.
 


paper clip or similar in the green wire and the black wire on the 20/24 pin connector of the psu

the mobo is connected to the psu. Every necessary wire is plugged in. The cpu wires ie the power,reset wires are plugged too. I have installed the procesor and the dvd drive. Thats all. I have not connected the hd and ram.
So now I plug in the power wire and switch it on.
Nothing happens.

 

It would take a couple of days to deliver the ram to my house.
Yeah the cpu cooler is also inserted.
