NEW PC running all Games at lower FPS than expected

Hello new to this but will try my best.
Have built a new PC, details below. When running games ALL set to Low, I am only getting the following FPS.
Fortnite 30 FPS, expect approx 80 FPS
Rainbow Seige 15 FPS, expect approx 60 FPS
CS Go 30 FPS, expect approx 70 FPS

Latest Graphics drivers installed. Has only been up and running for 5 days after having a fresh instal of Win 10 64 bit.

Any help on solving this frustrating problem would be greatly appreciated


UPDATE (06.02.19) Uninstalled all Nvidia software and drivers, rebooted and installed latest drivers, still same. Have run a clean boot and removed Anti virus program. When opening Fortnite, FPS shows green at 59%, as soon as game opens up and I go into lobby, FPS goes RED and drops to 27%. HELP

Junk PSU. Should change it asap. Have you tried uninstalling and reinstalling the GPU drivers with the latest found off of Nvidia? Also, what did you use to gauge your expectations?

Updated drivers to latest as said above, but will try the uninstal re-instal, thx. Expectations came from the 14 year old I built this for and I agree it is under performing when gaming IMO especially if only getting 30 FPS, but researching further. Since posting I did my own research and concentrated mainly on FORTNITE specs and most peeps say 60 - 144 FPS with 60 being the average. Now I need to figure out all the different settings he could tweek to improve the FPS rate and any PC / Software tweeks I can do to improve it.
