new pc, stuttering in all games.

my new pc is having problems with stutters in games and im clueless as to why. i have a sort of weak cpu for my build but i certainly did not think the result would be this noticeable. here is what i have:
amd fx 6300 (not OC)
m5a99FX PRO r2.0
8G HyperX ram (2X4)
Gigabyte R9 390 G1 Gaming
Corsair CX750M psu
Windows 10

Im aware that my cpu is almost certainly bottlenecking my gpu, but would this cause in game stutters even in games that are not very demanding? i try to play dc universe online and every time my character is running or the background is moving fast i will get a slight stutter every few seconds. almost like the game freezes for less than half a second. it does this in almost all games.

also just to list everything my display is a 144hz monitor.

any help would be very much appreciated.
 


the psu has some pretty loud coil whine noise also. i used a straw to try and pinpoint where the noise is coming from and its definitely the psu. not sure if that is relevant but thought id just throw that out there.

 
Does it stutter at any setting? To rule out a bottle neck I would play something with the settings all the way down to see if it still happens.

Also, Is the stutter consistent throughout a game, meaning it happens no matter what your doing, or just more intense times?
 


ok i tried running cpuz stress test just to see what temps i would get and it got to 45 degress fairly quickly but did not get any hotter. that said, i only ran it for about 10-15 minutes, i wasnt sure if i should just go ahead and let it run for an hour to see how hot it gets or not.
 


i've played on lowest settings and i still get the stutter. it isnt doing it (as far as i can tell) while standing still in game, when i run, or pan left and right, that is when i get the stutters.
 


it starts right away as soon as i get in game and start moving around, thats when it stutters. cutscenes seem fine though.
 
ok. something is maxing out either CPU or GPU right away then, and its not overheating... do you have anything else running? (antivirus, music programs, other games? lots of chrome windows?

could be that the PSU is faulty (that coil whine) so you might want to RMA it with corsair
