Question New PC with stutter in all games

Hello everyone. I recently set up a pc but apparently something is wrong lol.
All games have stutters, the fps are very high and sudently it drops like 1 or 2 fps and the screen freezes for about 0.5 secs(stutter) it always happens no matter if the graphics are at maximum or minimum.
Do you know what could be doing this? I've already done several installations of windows / graphics drivers, update to bios, use hdmi instead of display port, use 1 ram at a time and it's always the same.

Components:
cpu: ryzen 5 3600
gpu: sapphire nitro + radeon rx 5700 xt
ram: G.Skill Kit 16GB (2 X 8GB) DDR4 3600MHz
ssd: A2000 PCIe NVMe Kingston 1TB
board: ATX Motherboard MSI B450 Tomahawk Max
psu: nox urano vx 650w
case: msi gungnir 110r
monitor: Asus tuf vg32v

Make sure you have all latest drivers, including GPU, audio, and MB chipset. Also make sure your memory settings in the BIOS are set to XMP to ensure your RAM is running at it's full rated 3600 speed.

All those drivers are up to date, i even used driver booster to check if i had something missing and installed the rest of them. Ram is also at A-XMP for the 3600 but still has stutters no improvements.

In that case I suggest you do a full malware scan. NEVER trust 3rd party driver checking/installing tools. They are quite often problematic in an invasive way.

You should also probably run SFC after the malware scan.

I dont think its a malware because i recently formated and installed windows 10 and with it fresh downloaded just the gpu drivers and a game to try it and it stutters aswell.

Unfortunately no... I still have the problem. It's kinda hard to try new parts to discover the problem cuz of the covid pandemic so I guess it will stick around for a bit...
