new pc wont power up.

i have tried everything
everything is in its right place
but nothing starts not even psu when connecting the front panel wires to header
i have checked that psu is working and even used diffrent psu still nothing
i have tried putting screwdriver to power pins but it still wont start
are the frontpanel pins dead ?
or mobo itself ?

here are specs
Mobo- Asrock fm2a68m-dg3+
CPU- Amd a6 5400k
graphics card- msi r7770
PSU- Xilence 400w
4gb ram

pc should start even without gpu
or atleast make fans spin but no fans are spinning

Check all your connections, both to the mobo and to all your peripherals. Disconnect and start over from the beginning if necessary. It's possible you missed a step somewhere along the way.

PSU may be inadequate for the R7770, Xilence is a poor quality brand.

System won't power up if PSU can't deliver the required power requirement (amps as well as watts where GPU is concerned).

i used my gaming pc psu aerocool 700w for testing that but still same thing

turned out that mobo was not giving command to boot so im taking this back to shop
