New pc Won't start.Split second red led on mobo, nothing else.

Hi!
I just finished assembling my new pc but the damn thing won't turn on.When i press the power button a red led flashes once for a split second and nothing else happens.No cpu fan, no PSU fan, no VGA fan.I tried the PSU in my other pc and it works just fine.I tried switching around memory no improvement there.I don't know what is causing it.I can only guess that it might be the motherboard.

Here are my specs:


PSU: Corsair cx600m
Mobo: MSI B150m MORTAR
Ram: 2*8gb hyperx fury black 2133mhz
Cpu: Intel i5 6500
Vga: sapphire nitro 380x 4gb

CPU or Mobo?

Solution
Assuming that all the PSU connectors are in the right places on the motherboard, you can remove the CPU and power on the PC. It won't boot, but if the red light flashes again, you've narrowed the problem down to the motherboard.


I just did that and the red led flashed again but the power supply fan also started for a split (it didn't do that with the cpu in) second then did this over and over until i switched the psu off.Do you still think that this a dead mobo?
Im sure that the cables are in the right places because it isn't my first pc build just the first one that doesn't work.
 
Looking through the manual, that motherboard uses a red LED to indicate that XMP is enabled, which is related to RAM. It's unlikely to help, but you may want to try alternating a single DIMM in every slot to see if a slot is causing the problem. The LED is located between the SATA ports and the 24-pin ATX power connector.

Besides that, the motherboard also has LED fault indicators for CPU, RAM and VGA, which are located between the 24-pin ATX power connector and the SYSFAN2 header.
 


The XMP does not light up.I checked again and the LED that does it is the CPU, but shouldn't it be a solid red light or at least blinking if the cpu was the problem? Because it just flashes once and that's it(not even a flash just kinda lights up and dies out).I tried both ram modules in every slot.(recommended is dimm2-dimm4).I'm out of ideas.
 


Well i already called the shop where the components came from and told them i suspect the motherboard.Strangely enough they did not ask anything specific after i told them the symptoms.They are sending a courier for it tomorrow.If your gut feeling is right i'm screwed.

They told me that the board was faulty and the replacement is on the way.I hope it works this time.
