Here's the setup:

A Russian Fleet in Sevastopol.
A Turkish Army in Armenia.
A Turkish Fleet in the Black Sea.

The moves...

Russian Fleet from Sevastopol to Armenia.
Turkish Army from Armenia to Sevastopol.
Turkish Fleet in Black Sea supports Turkish Army from Armenia to
Sevastopol.

What is the proper outcome? Does the Turkish Army defeat the Russian
fleet or not?

Yes, the Turkish army dislodges the fleet in Sev.

In Diplomacy, units do not "defeat" other units. They try to move to
provinces, and sometimes they succeed.

In this case, assuming no other units are involved, the Turkish Army
from Armenia does move to Sevastopol. The Russian Fleet is dislodged,
and must either disband or retreat (to Romania).
