Question New rig built, no fans spinning

Hi all.
I just finished building my computer.
Case: HAF 700 EVO
MOBO: ASUS ROG MAXIMUS Z790 Dark Hero
CPU: 14900K
GPU: GEFORCE RTX 4090 (ASUS TUF)
RAM: 4x48GB

The computer booted up and I got Windows installed.
It stays running and I'm not seeing any high temperatures yet (GPU gets warm).
Current CPU temp: 27C current GPU temp: 45C

No case fans are spinning at all. None.
Two in the back, two in the front, one on the bottom, none spinning.
The fans also have no lighting.
I have connected every cable there is to connect from the case.


Maybe unrelated, the fans on the GPU are barely turning (turn-stop-turn-stop).
The GPU has a 16pin, and it came with an adapter with four sockets so I attached 4x PCI-E cables to the adapter.

Also, I have yet to see the fan inside the PSU turn.

Still, I have left the computer on for several hours and it isn't turning off.
I should add that I still have the case completely open.

The only fans spinning in this rig are the three on the AIO (and the AIO is not lighting up).

I installed MasterPlus from Cooler Master and it doesn't seem that it detects any fans on the system.

Anybody else have this case, and did you have any issues?
Any idea what the problem is?

You forgot to mention the make and model of your PSU. If it's recycled from an older build, how old is your PSU and what did it power prior to the RTX4090?

What is the make and model of the AIO?

I have connected every cable there is to connect from the case.
Might want to include an image of how you've hooked up the fans/cables in your build. host said image(s) on a site akin to Imgur and then pass on a link here for us to see.
 
Everything is new.
The PSU is AX1600i. All cables are inserted securely on both sides.
I have yet to see the fan inside it move. That said, the computer is not hot.
I only have Windows installed and I haven't done anything with it yet.
The AIO is Liquid Freezer III 420. The three fans came with it and they're working fine. I connected the AIO to the CPU Fan header.

I only mention the PSU and GPU fans as a related matter. I'm really confused about the case fans not running. There is nothing left to connect in this case. I'm wondering about some kind of "quiet" setting that has all the fans turned off until a certain temperature. Just a thought.
GPU has reached 52C, so still not really hot. One or two fans will come on very briefly and stop.
