Question New RTX 3080 severely underperforming

Have noticed in most games I am getting roughly half the frame rate as is expected (when comparing to tests online).

The 3080 is completely new and is using all base settings. During games and stress tests the temperature reaches 40~50 degrees. The GPU load will reach close to 100% when gaming.

Please assist.
 
It looks like there is a problem with the RAM. Is the RAM installed in the correct slots per motherboard instructions for when running 2 sticks? If you download CPU-Z and go to the memory tab, then under channels it should say dual and not single.

A problem with RAM can affect the overall performance of the system.

What is the cpu temperatures when gaming and running the benchmark?

Is this a new install of Windows? You didn’t reuse an install you already had?

CPU temperature stays below 50 degrees when gaming/testing.

This is a new install of Windows 11.
