Question New rtx 4070 getting low fps

can someone help me out please….
I just installed a brand new rtx 4070 and the fps is severely lacking

I9 10900k
Z490 mobo
16gb ddr4 ram
650 psu

Brand new gigabit wind force 12gb oc 4070
EVGA SuperNOVA 650 GT, 80 Plus Gold 650W
Didn’t check temps but the gpu and cpu are running really low
