New RX580 not running

I got my SAPPHIRE NITRO+ RADEON RX 580 8G and upon plugging it to the PC it wouldn't turn on. The VGA_LED on my motherboard was constantly on and the monitor was coming on and off as if the GPU was pulsing to it. I tested another 2 GPUs(GTX 650, R9 390) and since those two and the intergrated graphics worked perfectly im guessing its not a PSU or Motherboard problem, at least not on te hardware side. Uppon doing some further research I realised my Windows 10 Installation was on Legacy BIOS and not UEFI and I though that perhaps this was the cause. But when I think about it even with the Drives unplugged and no storage connected, I still got the same problems. Perhaps I am doing something wrong and I am not enabling UEFI for the GPU in the motherboard, I am unsure however. Pleaseee haaaalppp im without a GPU for a couple of weeks and im at the brink of going madd xD!!

That build should be able to run. The card or the card installation seem to be the issue. If you are getting motherboard LEDs that is a POST failure and takes place before Windows or hard drives come into the picture at all. If the card is correctly seated with the PCIe power cables it needs, I would try it in another system if you have access to one.

Your BIOS is up to date as well. When you install the other card double check your BIOS settings and make sure integrated isn't the default.

If that other card works fine and then you reinstall the malfunctioning card and it doesn't (VGA LEDS or no display), that rules out everything and the card is a dud. Also I'd try the 390 if possible to pressure the PSU as well. If the 390 doesn't work as well, it could be the power supply though it's a long shot.

I do have access to my friends one which I will be testing out tomorrow. If it doesn't run then as well is it safe to assume it's DOA;

Alright then I will try it out tommorow an let you know of the result.
The R9 was my gpu before and I squeezed everything out of itso I know that it's not the PSU.

After I tested the GPU on another computer it wouldn't run there as well. However when I enabled the Ultra Fast Boot option in the BIOS(The motherboard was an AsRock H170M Pro4) and only when that option was enabled, the card did run until it would automatically go in the BIOS and not boot into windows, and the screen was completely filled with purple and green artifacts everywhere.

Well guessed as much this is the second gpu that isn't working in 2 weeks I can't play anything. Wellp time for some RMA I guess, anyways thanks a lot for you help mate!
