New Ryzen Memory issues

Specs: Gigabyte Aorus GA-AX370 Gaming K5
Ryzen 1500X
Corsair Vengeance LPX DDR4 2x4GB 3000Mhz
Asus ROG strix 1070Ti

Background: Yesterday I upgraded to Ryzen from AM3+ and after all of the struggle to get it to boot into windows in the first place, I now seem to have some memory issues that I've spent a combined around 10 hours trying to fix. At least I THINK it's memory.

Situation: I can't get windows to boot with anything above 2133mhz because of Kernel security check error BSOD that even occurs during startup repair.

Software:The BIOS is flashed to the latest version (F20). All drivers are installed and I installed the chipset drivers manually from AMDs website. I've reinstalled the display driver once or twice too.

Symptoms: The REALLY BIG issue here is that every once in a while when things are rendering, even websites, the screen freezes, goes black, then comes back up, all over the course of 5 or 6 seconds.

I've reinstalled windows twice now to make sure there aren't any conflicting motherboard drivers and such. I'm not sure what to do at this point. The CPU seems to be working fine, and I know the GPU works, but memory and Ryzen seem to have a really funky relationship based on other threads. Any help would be greatly appreciated.

A screenshot of your BIOS DRAM settings would really help... Additionaly, you could try setting the SoC V to 1.1, if it is not.
I my case I managed to boot at 3200 with 4 sticks of Vengeance LPX 3200 8 GB each (2 single, 2 double rank), only by means of aplying XMP. Of course, it was unstable, and I had to progressively slower it until I got 24/7 stability. Now I am at 2800 and the computer has been up for weeks. So instability at 2133 with a 2x4 GB kit seems strange.
If there is not something seriously messed up with the default BIOS settings, I would think it's a defective DRAM kit...
