New system monitor displays no signal

Bit of a pickle here. The system appears to be booting as from my knowledge everything is spinning and the LEDS are working even on the graphics card. However once I plug it into the monitor through dvi no signal.
To clear the air on a few things
I went through the checklist
The dvi cable is indeed plugged into the card and not the motherboard
And the monitor is brand new
My system is the following
AMD FX-6300
Corsair Vengeance 8 GB one stick
Segate 1 TB HDD
Msi radeon r9 390
760GMA-P34 Motherboard

Oh ok I see what you're saying now
I can't do that sadly this monitor goes to sleep when it has no signal so what I did was connect it to my laptop and then set it up
Still no change even with the correct settings

Done and sadly BIOS is not posting
To boot the fans thay were running on my gpu and cpu have stopped for some reason
Update I reinstalled everything and still no posting but the fans are working again

Still not posting even after thay
To boot the fans seem to no longer want to work nor does the power button
Could this be a motherboard issue? Orginally I was considering the cpu but I don't think the cpu could do this

I unplugged the video card from the motherboard and both fans still do not want to spin. Ive even tried plugging it in to another fan port and still nothing.

Sorry I should've specified that this is a brand new build. The fans are now spinning with the gpu out but what confuses me is on board graphics won't even show on screen.
 
Hello... Good to hear about MB/fan operation...
1) Set your monitor for the cable type/connector used. Cycle power to it if there might be sleep/standby mode?

6) Do you have the MB manual/pdf and what does it suggest? can you try the VGA port?
7) can you borrow a Older model Video card and test it in the MB?
8) re-try Msi radeon r9 390 video card

At the time I don't have another card sadly. I can maybe get my hands on one in a few days but for now no. On board graphics will not post even with the correct settings. I reinstalled the gpu and everything works except the gpu fans. The gpu itself turns on but the fans do not spin.
