New to Building

I'm wondering what the spec mean on monitors. Can anyone explain them to me?

Also can someone suggest a monitor. I will be gaming a little bit on it (Warcraft III, Starcraft II). I want something that won't hurt my eyes if I'm on it for a couple hours and has good contrast when reading text.

My budget is about $200.
