New USB but No Volume

i bought a 16Gb USB few days ago now when i plug it in the laptop it wont show up but when i go to device and printers i found PRAM 2268 i look at the properties the device information only show the model and categories and all of the info are unavailable so i tried doing diskpart

i type in list disk and this came up

DISKPART> list disk

then i type in list volume

the Volume 3 is my USB but it doesn't have storage on it. why?
 
Solution
It's probably faulty, maybe even left the factory faulty. A cheapo unit by the sound of it, might even be a fake from China (plenty of 16GB fake pen drives in circulation).

Buy a new pen drive, a well-known brand like Sandisk or Kingston. And if you can, stay away from 16GB ones. Get less if you can.
