New User account

Could some please tell me how to create a new user account in Windows 10 that doesn't duplicate the admins desktop and programs installed?

All I want the new user to have in their account are the basic apps/software that come pre-installed on windows 10.

All new users start with standard desktop but actually restricting access to installed programs is the fun part. This might be how to do it: http://www.howtogeek.com/howto/8739/restrict-users-to-run-only-specified-programs-in-windows-7/ (though link says win 7, the pictures are win 10)

the apps installed will the be the stock standard ones as you need a Microsoft login for it to remember what else to install
