New video card connected and working, but is struggling at times when it clearly shouldn't

I installed a new graphics (Nvidia Geforce 670x ftw) and a power supply (Thermaltake TR2 500W) to go with it recently and have been having issues. Games that it should have absolutely no issue whatsoever running are stuttering or getting hung up for a second or two. It doesn't seem like it's all games though, or maybe it's just less noticable on some. Also when starting up games they take a LOT longer to load up than they should. And when it does load up the textures all appear very slowly. But once everything has been loaded in it's fine until it has to load new stuff.
I have made sure my Nvidia drivers are up to date and it seems to read the card just fine. Any ideas? Help greatly appreciated.

UPDATE: So I looked up some stuff and my graphics card (http://www.evga.com/products/pdf/02G-P4-2678.pdf) wants 30 amps on the +12 volt rail. My power supply (http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=899123&SRCCODE=WEBGOOKWL&cm_mmc_o=mH4CjC7BBTkwCjCs81CjCE&gclid=CKiQlsbU0L8CFedAMgodrx4Afw) has 2 +12 volt rails, an 18 A and a 17 A. Could this be the problem or is it fine because they are over 30 put together?

I miss anything important? Sorry, I'm not great at this stuff.
 


My old graphics card was an AMD Radeon. 6670 iirc, I uninstalled my AMD drivers before installing my Nvidia ones
 


SSDs would solve this but try this
