New Video Card

I am upgrading my 1060 3B and I do not know what graphics card to upgrade to. I would like a 1070 of some sort, and I'd like it to be under 450 dollars. I would like it to be rather quiet, as I do not like the high whirs of graphics cards. Any recommendations? Thanks.

I figured I'd need a better PSU soon, but will this 1070 be hitting any power issues with the PSU I have?

I would try to get a 1080 on sale with the new cards coming out. Wait for new card price to come down will not be anytime soon. 2080 is roughly 1080ti, so I guess 2070 is roughly 1070ti, and 2070 is already 500 bucks.

If I got the 1080, i'd need to also upgrade my power supply, correct?
