Question new z390 build not booting?

want to start off by listing my specs:
i9 9900kf
aorus z390 pro wifi
corsair vengeance 24gb (3x8)
1080ti strix
750w psu


So, long story short, i’ve been messing around with this build all day and i can’t get the board to boot. made sure all connections were snug, checked for bent pins, all of it. when i go to start the system, the board flashes white along the ram slots, on the i/o and on the gigabyte logo, then shuts off entirely. i’ve tried it in the case with the power switch connected, nothing. i’ve tried it on a test bench, still nothing. does anyone have any idea what i can try? i know the 9900kf doesn’t have an internal gpu, so i’ve tried booting with my 1080 ti hooked up. still, nothing. does anyone have any ideas?

also worth noting i haven’t been able to get into the bios at all.
