Newegg and PayPal?

I'm having major problems. My first orders issues begun immediately when the order was split into 3 and one of them was not rushed. No big deal... But then I check, they hadn't charged me yet. Is that normal? I figured it was just to protect me and went about my day.

Today my order was voided. I was mad to say the least. It was voided because Newegg charged my PayPal credit card rather than using my available balance. What gives? I thought it was always supposed to use my balance first...

Anyways... Long story short, I put the order back through this morning and the shipping problem didn't happen (everything was rushed) HOWEVER I still have not received a charge from Newegg which leads me to believe this will happen again.

I've called both companies. Newegg blames PayPal... PayPal blames me. Despite that I made extra sure that my PayPal balance was the payment option I chose...

Does Newegg usually take multiple hours before charging a PayPal account?

All my billing info matches, PayPal verified...
