Newly Assembled PC boots up for a few seconds then turns of :((

My friend has recently bought all of the parts for a new gaming PC. We have assembled it today and when he booted it up he began to install Windows 8, during the install, just after he entered the product key, the system shut off. Every time we then go to boot it up again, the fans go on, on all of the parts for about half a second then it shuts off. We think this might be an error with the CPU, but were not sure- maybe something like over wattage, if that can be done. All new parts and I have no clue why it isn't functioning, also is there anyway to find out if you have a disfunctioning cpu? There is a red LED that comes on under the cpu on my mobo:(
The Specs:

CPU - AMD FX 8320
GPU - AMD r9 280
PSU - Corsair CX750M (750W)
MOBO - Asus M5A97 EVO 2.0
SSD Boot drive - Kingston 120gb
Ram - Kingston HyperX 8gb 1866

The BIOS update. Extract it read the manual under USB BIOS flashback

try clearing the cmos if the cpu cooler was not on right the cpu and or mb may have shut down to save the cpu. if you used the stock amd cooler they only go on one way. on the asus mb is the power good green led on or is it blinking or weak. the cx line of power supply are not that well of a unit. if you can try another power supply. try pulling the gpu see if the mb will turn on and beep at you.

Does the motherboard make any beeps and/or have a numeric led for diagnostic? If yes to any of these check the manual for decode.
Try also: Re-seat every component and lead into the motherboard. Try remove gfx card to see if you can boot into BIOS. Also, try using only a single stick of memory...and confirm all memory sockets are ok by moving it around.

So i just download drivers onto a USB? Should I unplug my storage before hand as well?

There's TPU and EPU but there are activated when switched on through the mobo, a red LED comes up with the CPU label on it. The first time i booted it, it ran perfectly well and then shorted out- I just don't get it.
