Question Newly built Budget PC just does not like to reboot.

Hi, nothing special I just built up a cheap Budget-PC

(well just replaced an almost dead MB and CPU from a old PC)

Specs now:
Intel Core i3-9100F CPU @ 3.60GHz
ASROCKk H310CM-HDV
8GIG RAM
Radeon RX 460 Graphics Card

Hard drives
KINGSTON SV300S37A240G (SSD)
WDC WD20EZRZ-00Z5HB0 (1 Terrbyte)
WDC WD10EZEX-60WN4A0 (2 Terrabyte)

Any, it turns on, and automatically updated my WIndows 10 installation.

But everytime a reboot is required, it's like it appears too, screen blanks out, I seem to hear some reboot click, etc.
But it then just remains blank and unresponsive.

So I have to hit the Power Button, switch off the PSU, wait around around 5 seconds and Turn back on the PSU and hit the Power button. again.

This occurs in BIOS, and well as Windows 10, and its been difficult to makes changes in BIOS and during Windows 10 updates when reboots are required.

I think there could be a problem with my Graphics Card, strange if I fix it in place with a screw it won't work, but if I remove the screw and just let it sag, it works.

Dirty contacts? Fixable? or should I just go and shop for not only a new card but also A better one, anyone got recommends for a i3 core 9th generation (4 cores)? I don't want to it be too fancy and bottleneck my machine. :|
