Newly Built Gaming PC, cannot access bios

Firstly, I've set up this rig twice, once inside the case, once outside, with the motherboard on the box it shipped with. I've put both of the 4-pin 12v CPU power plugs in, as well as the 20+4 Pin main power lead. Everything seems to be set up correctly, I've set and double checked the CPU in the correct position (the pins wont even set any other way). I've put the ram in any configuration possible, as well as using a single stick.

However,

When I turn the PC on, everything powers fine, all fans run and all LEDs light up. I get no signal on my monitor (I've tried both a monitor and a tv, with both HDMI and DVI inputs) no access to bios, the power button will not turn off the PC, I can only turn off the PC by flipping the switch on the power source. Also, I have no signs of power to my mouse and keyboard when they are plugged into the USB ports. Any suggestions?
